Summary

Plans, organizes and manages recruitment and staffing programs and activities including Mid-career, New Grads, and Part-time.  Identifies and cultivates internal and external resources and partnerships to assist in sourcing, recruiting, assessing, and selecting a workforce that meets job requirements and the organization’s profile. Support L&D team for executing Induction, New Grads session as engagement of employee. 
 
Responsibilities
  • Works with line managers to identify staffing needs and timelines consistent with the organization’s budget and business plan.  
  • Tracks vacant and new positions, movement/transfers within the organization, and other status changes to ensure an up-to-date staffing plan and clear recruitment pathways.
  • Maintains ongoing communication with hiring managers to ensure needs and timelines are met.  
  • Ensures recruiting strategies, plans and processes for all departments and hiring managers support their specific requirements. 
  • Conducts job analyses, develops job descriptions and job specifications, and makes recommendations for classification and job/salary grade assignments.  
  • Ensures job design and physical demands are consistent with applicable legal parameters.  
  • Identifies, develops and utilizes efficient recruiting resources, agents, and strategies to ensure the availability of the proper caliber of candidates to meet year-round and seasonal staffing requirements.   
  • Positions our company as a top employer in Nagoya and Tokai area ensuring representation at the appropriate job and career fairs, high schools, trade schools and colleges, public and community resource centers, associations, and other potential referral sources.   
  • Partners with Marketing Communications to leverage marketing and media opportunities to maximize visibility and exposure for recruiting purposes. 
  • Develops policies, procedures, processes, systems and forms to support the employment function.  These include applicant tracking system, acknowledgement and declination communication, interview schedules, assessment tools and tests, references, and offer letters.  
  • Trains HR staff in utilizing appropriate interviewing techniques.  Coordinates and schedules internal and external interviewers to support recruiting plans, job fairs and interviewing schedules. 
  • Conducts searches, sources candidates, screens applications, schedules and conducts interviews.  Ensures hiring decisions and procedures are followed for consistency and the protection of the company.  
  • Ensures new hire paperwork is complete and facilitates the on boarding process, coordinating with Training and other HR staff to support internal communication, notification and new hire completion processes.  
  • Serves as a company technical expert and resource for recruiting and staffing.  Provides technical guidance and counsel to management throughout the company regarding staffing and selection decisions. Develops selection and placement systems to reduce turnover. 
  • Communicate with C&B team to develop on-boarding processes for effective internal process.   
  • Plan and Manage recruitment budget and control the hiring number and remaining costs.  
Background and Experience: 
  • Requires several years of progressive experience in human resources, with specialized knowledge and experience in recruiting and staffing. 
  • Requires a track record of success in designing, developing, and delivering effective sourcing and recruiting programs that meet organizational objectives. 
  • Prefer to have knowledge of job analysis, job design, employment and labor laws. 
  • Requires the ability to build an extensive network of employment resources and contacts, including key business relationships. 
  • Experience with staff/manpower planning and year-round and seasonal hiring is required. Mass hiring experience is preferred 
  • Requires at least two years of supervisory experience with significant leadership and program management responsibility.
